Note for Afghan nationals
As a rule, if you are an Afghan national who wishes to travel to Belgium/Luxembourg, you must apply for a visa through the Embassy of Belgium in Islamabad: Visa for Belgium and Luxembourg | FPS Foreign Affairs - Foreign Trade and Development Cooperation.
However,
if you are staying legally in Iran,
and the person you are eligible to join in Belgium is a Belgian national or has received international protection (refugee status or subsidiary protection),
you can apply for a visa appointment in Teheran.
Important: In the event that you actually receive a visa for Belgium, you still need an Iranian residence permit or a valid Iranian visa to leave the country.
In case you meet both these conditions, please refer to the VFS website. Your application must include the necessary supporting document(s) (Iranian residence permit with translation or valid visa, proof of Belgian nationality or protection status of the person to be joined).
